    摘要:

    有效应对地铁站突发事件,从人员、物品、设备、运营管理及环境五个方面对地铁站突发事件进行了分类。在考虑传统监控系统和智能化安防系统功能特性的基础上,自下而上构建了面向突发事件预警与控制的三层架构模型:数据感知层、分析研判层和指挥决策层。数据感知层利用各种感知手段负责采集各类数据,分析研判层利用直觉模糊理论分析融合采集数据,指挥决策层基于预警效能和防控效能构建突发事件预案选择目标函数,当函数值达到并稳定在事前设置的应急预案区间值时,模型自动搜索并实施对应预案。最后,以地铁站火灾为例明确了突发事件预警与控制流程,为及时有效应对地铁站突发事件提供了新的思路和方法。

    Abstract:

    In order to effectively deal with the emergencies in subway station, the subway station emergencies are classified from five aspects: personnel, goods, equipment, operation management and environment. Considering the functional characteristics of traditional monitoring system and intelligent security system, a threetier architecture model for early warning and control of emergencies is constructed from bottom to top: data perception, analysis and judgment, command and decisionmaking. Data perception layer collects all kinds of data by various perception means. Analysis and judgment layer uses intuitionistic fuzzy theory to analyze and fuse data. Command and decisionmaking layer builds objective function of emergency plan selection based on early warning effectiveness and control effectiveness. When the function value reaches and stabilizes the interval value of emergency plan which is set in advance, the model automatically searches and implements the corresponding plan. Finally, taking the subway station fire as an example, the process of early warning and control of emergencies is clarified, which provides new ways and methods for timely and effective response to the subway station emergencies.
