In order to solve the problem of the optimization of machine tool resource leasing demander for the provider in cloud manufacturing environment, an evaluation and selection method from the perspective of the provider was proposed. The evaluation index system of demand side was constructed, and the objective weight of each evaluation index was calculated by using entropy weight method combined with the demand information of demand side; the subjective weight of each evaluation index was calculated by using five-level scale assignment method; combined with the two factors, the comprehensive weight of evaluation index was worked out, the demand side was evaluated by using the improved TOPSIS method, which was used as the basis for the supplier’s decision-making and selection. The effectiveness and practicability of the method were verified through an example.
